Brunswick County is accepting public comment on its latest analysis report for water and sewer system development fees for the next fiscal year. Individuals are asked to submit their comments online by Friday, March 8, 2024, at 5 p.m. at surveymonkey.com/r/2024-brunswick-sdf-analysis.
What are System Development Fees?
System development fees are one-time fees for new permitted developments joining either or both of the County’s utilities systems. Fees also apply to properties transitioning from private well and/or septic systems to the County’s system(s). These fees help cover the costs associated with increasing a system’s capacity to accommodate the projected growth and additional demands on the system.
These fees also protect current customers from taking on the financial burden to expand system capacity. Any changes to the County’s system development fees will not impact existing Brunswick County Public Utilities water and/or sewer customers.
The Brunswick County Board of Commissioners received the analysis report and unanimously approved posting it online for public review and comment during the regular meeting on Tuesday, Jan. 16, 2024.
The latest Water and Sewer System Development Fee Analysis Report includes the maximum allowable system development fees that the Board of Commissioners could set for all residential and commercial fees. The Board can still consider setting fees lower than the proposed maximum fees. How to Submit Public Comment
The County will solicit input through Friday, March 8, 2024, at 5 p.m. to give the public at least 45 days to provide feedback through the online form.
Brunswick County and RVE Consulting Engineers, Inc., will address any questions or comments as necessary throughout the public comment process as they develop their final recommendations for the Fiscal Year 2025 water and sewer system development fees. Brunswick County will post any updates at brunswickcountync.gov/CivicAlerts.aspx?AID=71.
The public hearing for the analysis report and yet-to-be-determined proposed development fees will take place during the Board of Commissioners’ regular meeting on Monday, June 3, 2024. The Board will consider approving the report and proposed fees during the regular meeting on Monday, June 17, 2024, as part of the recommended Fiscal Year 2025 budget. If approved, the new fees will go into effect July 1, 2024.
Previous Analysis Report
Per the North Carolina General Statutes, these fees must be re-evaluated and updated every five years or less. Brunswick County and RVE presented an analysis report on April 3, 2023, and held a public comment period for that report, but no board actions were taken on this version of the report.
Since that original presentation in April 2023, RVE and the County have reviewed the previously developed System Development Fee Analysis. The in-depth review was based upon public review and questions that were necessary to incorporate into the consideration of the system development fees in the latest report.
